Rotterdam TFFF Investor Statement formally presented to Dutch Minister, with Norwegian and Brazilian government representatives, at high-level investor gathering in Amsterdam
34 financial institutions and supporting organisations, including some of the world’s largest asset managers and institutional investors such as Allianz Global Investors, Amundi, Deutsche Bank, Pictet Group, PIMCO and Schroders, have joined forces to express their support for the Tropical Forest Forever Facility (TFFF), an innovative financing mechanism designed to provide long-term financial incentives for tropical forest conservation.
The Rotterdam TFFF Investor Statement was formally handed over by investors to Minister Jaimi van Essen, Minister of Agriculture, Fisheries, Food Security and Nature of the Netherlands, Andreas Dahl-Jørgensen, Norway’s Special Envoy for Climate and Forests and representatives of the Brazilian and UK governments, during the dinner, ‘From Amsterdam to COP17: Financing Forests, Nature and the GBF 2050 Vision’, organised by the FfB Foundation, on the margins of the UN PRI in Person 2026 conference.
Investors signal support for innovative forest finance
The TFFF is an innovative financing mechanism that uses investment returns to reward tropical forest countries for protecting their forests. With USD 7.3 billion in pledged public capital as of October 2026, it aims to mobilise long-term finance for forest conservation.
Through the Rotterdam TFFF Investor Statement, 29 institutional investors and 5 supporting organisations welcome the TFFF’s advancement and express their interest in supporting its development. They emphasise the importance of transparency, environmental and social safeguards, and the inclusion of Indigenous Peoples and Local Communities.
While the statement does not represent an investment commitment, it signals growing investor interest in collaborating with governments and other stakeholders to advance this innovative financing mechanism.
From Rotterdam to Amsterdam: building political and investor momentum
The Rotterdam TFFF Investor Statement originated at the event Inside the TFFF: An Exclusive Investor Convening, co-organised by the Government of the Netherlands, Finance for Biodiversity Foundation, Robeco and WWF Netherlands on 26 May 2026 in Rotterdam.
The initiative was subsequently opened for signatures during London Climate Action Week in June 2026, initially attracting 13 founding financial institutions.
Since then, the statement has grown to 29 signatories and 5 supporters, reflecting increasing interest across the international financial sector in the TFFF’s potential to help close the global biodiversity finance gap.
The Amsterdam handover brought together representatives from the Netherlands, Norway and Brazil, highlighting the importance of cooperation between governments and institutional investors in advancing the facility.
Building momentum towards COP17
The Rotterdam TFFF Investor Statement underscores the role that institutional investors can play in supporting innovative financing solutions for nature.
As governments prepare for UN CBD COP17 in Armenia, the Finance for Biodiversity Foundation will continue engaging financial institutions to build support for the TFFF and encourage constructive dialogue on its development and implementation.

Anita de Horde, Co-founding Executive Director, FfB Foundation:
“The growing support from institutional investors shows a real appetite for innovative financing solutions that protect nature at scale. Tropical forests are vital to our economies and need long-term financial incentives for conservation. The strong investor backing for the TFFF sends a clear signal to governments ahead of COP17: the financial sector sees the potential of this approach and is ready to help turn ambition into action.”
Anton Eser, Chief Investment Officer, Robeco:
Robeco’s Climate & Nature transition plan, that is guided by science and grounded in our client interests, outlines the need to prevent deforestation to achieve global goals on climate mitigation and nature restoration. When governments provide sponsorship capital to the TFFF it enables market participants to provide debt financing and develop a revolving fund for forest protection. Robeco is keen to contribute to the TFFF by launching the Rotterdam Statement of Support with Finance for Biodiversity to signal our support for this innovative market mechanism to governments across the world.
Oliver Siem, Director Investments and Operations, KLP:
“Financing nature protection at scale requires new partnerships between governments, investors and civil society. Tropical forests are critical for global climate stability and biodiversity, yet they remain significantly underfunded. The TFFF offers a promising mechanism to help close this gap, and we are proud to stand alongside other leading investors in supporting its advancement.”
Marcos di Tullio, Sustainability Director at Régia Capital:
“As an investor based in Brazil, Régia Capital supports innovative mechanisms such as the TFFF that mobilise long-term capital and create lasting financial incentives for forest conservation. Scaling up these mechanisms will require collaboration between governments and investors to channel capital towards forest conservation and deliver lasting benefits for people and nature.”
Cathay Life Insurance:
“Tropical forests play a vital role in preserving biodiversity, regulating our climate, and supporting economic resilience. As highlighted in WWF’s Living Planet Report 2026: The Science of Hope, reversing nature loss requires collective action, including a transformation and support of financial systems. As a responsible institutional investor and long-standing supporter of climate action, Cathay Life recognises the close interconnection between climate and nature. As climate change places increasing pressure on ecosystems and biodiversity, we are gradually broadening our focus and actions from climate to nature. We welcome innovative mechanisms such as the Tropical Forest Forever Facility that seek to bridge the conservation finance gap and foster greater collaboration between governments and financial institutions. Through our endorsement of the Rotterdam TFFF Investor Statement, we hope to join peer investors in supporting the long-term conservation of tropical forests and contribute to global efforts to conserve nature and protect biodiversity.
Astrid Hoem, Norway’s State Secretary for Climate and Environment:
“Tropical forests are not only indispensable for global climate and nature goals. They are increasingly understood as critical infrastructure, essential for the global food system and international security. Norway welcomes the support from institutional investors in making the TFFF a success.”
Ambassador Fernando Simas Magalhães, Ambassador of Brazil to The Netherlands:
“Forests must become worth more standing than cut down. That is precisely what the TFFF seeks to achieve through a simple, pragmatic and scalable mechanism. This model only works at scale. Ambition is therefore not optional; it is built into the design itself. That is why early and ambitious sovereign participation is so important — and why the engagement of institutional investors is indispensable.”
Jaimi van Essen, Minister of Agriculture, Fisheries, Food Security and Nature of the Netherlands:
“Private finance is essential to unlock capital at scale to protect forests, which are vital for biodiversity, climate stability and the wellbeing of future generations. The Rotterdam Statement of Support is an important step towards building the broad backing needed to make this happen.”
State Secretary Niels Annen, BMZ, German Government:
“Tropical forests are among the world’s largest natural carbon sinks and home to more than half of all terrestrial animal species – they are critical for a stable climate, rainfall, food security and economic development. This is why Germany has actively supported the TFFF from the beginning. We welcome that an increasing number of private sector institutions are recognizing and backing the vital role of forests for our economies and prosperity.”
